Google celebrates its 15th birthday with animated pinata doodle

Wish Google a Happy Birthday! Google is celebrating its 15th birth anniversary with an animated and interactive doodle on its home page. 

Google, the search engine giant, was founded in 1998 by Larry Page and Sergey Brin, students of Stanford University. Although the company was founded a few weeks earlier but September 27 is celebrated as its birthday. 


Remember what it was like to search in 1998? You’d sit down and boot up your bulky computer, dial up on your squawky modem, type in some keywords, and get 10 blue links to websites that had those words. It seemed like magic (and it was way way faster than card catalogs and microfiche!). 

























Today Google has also announced that it had updated its search engine algorithm named Humming Bird with the aim to deliver better search results to its users.

The Google Doodle is an artistic styled version of the Google logo. In 1998, Google used the first Google Doodle of the Burning Man Festival, designed by Google's founders, Sergey Brin and Larry Page, posted on google.com notifying users of their absence in case Google's servers crashed.

Software to track West Bengal's court cases


The state government has often lost out on court cases because of the lack of representation. Instances of departments misplacing important legal files have also been heard. In a bid to do away with such situations, the government will use a software-based system to monitor high court cases and dispose the pending cases at the earliest. National Informatics Centre (NIC) has been roped in to help the state in implementing this system.

The state government is going to start a software based high court case monitoring system so that the state government can properly handle the legal cases that are filed against the state government. Moreover it will help to quickly dispose the pending cases and for that the state government is taking help of the National Informatics Centre (NIC).

Sources in the government said departmental heads were often clueless about cases in the court because of which no lawyer was appointed to represent them. This had often led to the state being on the losing end.

A senior officer said that files of court cases were also intentionally lost from the department so that the state government is unable to defend its stand. But these problems may soon be passe. The NIC has started processing a new monitoring system and has given a demonstration to judicial secretary Tapas Mukherjee and legal remembrancer (LR) Ishan Chandra Das.

Earlier, former KYS Manhas, a former judicial secretary, had filed a report to the chief secretary in which he had mentioned that there was lack of coordination among the different departments for which court cases were not properly followed up. Often, departmental heads were not informed about cases pending in the high court. They came to know only after losing the case, Manhas had stated in his report.

A senior officer said that besides lack of representation, quality laware needed. Once a case is filed, the notice is served to the departmental secretary, it is then sent to the law officer of the department and ultimately a lawyer is appointed through the LR.

"But in preparing the case file, the relevant papers are not available and statement of facts cannot be submitted. This acts as a hindrance in fighting the case in the high court," he added. The absence of relevant papers results in the court passing an interim order in favour of the petitioner. "Being at an advantage, the petitioner does not appear before the court or does not pursue it," the officer said. Only in policy-related matters or serious cases does the advocate general appear on the state's behalf, he added.

The new system will definitely help in doing away with such problems, felt the officer.

The user officers will keep track of the litigation pending at the high court. The system through web services will upgrade the status of the cases and automatically the user officers can see the hearing dates in a chronological format.

Another senior official said that once a case is filed at the high court, a message will be sent to the departmental head concerned and the law officer. They will be informed about the dates when the cases will be heard. The system will also generate SMS alerts to the officials concerned so that the government can take necessary steps and prevent itself from paying penalty after losing cases.

Google brings world's constitutions online



Internet giant Google launched an archive of the world's constitutions on Monday in a new online initiative designed to help countries emerging from conflicts or political crises.

Launching the new site ---www.constituteproject.org --- in New York, Google officials said the aim was to help people drafting constitutions to see what other countries have done in the past.


"We wanted to take the physical constitutions and we wanted to have them organised online, make them universally available online and make them useful for all the different governments going through a constitutional process," Google Ideas director Jared Cohen said.

"These constitutions and government documents represent an important opportunity for these countries," he added.

The site was drawn up with the assistance of academics associated with the Comparative Constitutions Project(CCP).

They formulated the idea for the site in 2008 after observing constitutional reform in Iraq and Afghanistan and realizing that there was no central resource detailing basic constitutional provisions.

"A common result ... is a haphazard and accidental cobbling together of constitutional elements from other countries," the CCP said.

Cohen said between five and seven constitutions were drafted each year in different parts of the world.

Tunisia's President Moncef Marzouki, who was present at the launch, said the new site would be vital for countries such as his own which is struggling to agree a constitution and electoral law following a 2011 revolution.

"I'm very fascinated by this project and I think it will be extremely useful," he said.

The site allows users to search for different constitutions by country or by year, and is subdivided into themes such as citizenship, foreign policy or judicial autonomy and power.

"Our aim is to arm drafters with a better tool for constitution design and writing," Google Ideas project manager Sara Sinclair Brody said in a blog post.

"We also hope citizens will use Constitute to learn more about their own constitutions, and those of countries around the world."

India to get first floating solar power station by 2014


Kolkata may soon get India’s first floating solar power station by 2014. Such solar power stations comprise floating platforms (usually hexagonal) fitted with solar panels to generate more energy than land-based plants.

The brainchild of solar energy expert S.P. Gon Chaudhuri, the proposed sites for the maiden floating solar power station are ponds surrounding the iconic Victoria Memorial and some other water bodies in Kolkata.
“Such floating solar stations would generate more energy as research has shown that if the panels stay cooler, they generate more energy, up by 16%. Each station would require around 3,000 square feet of space to generate 20 KW of power. There are many water bodies that could be used for this,” said Gon Chaudhuri.
The research has been completed and the project, funded by Ministry of New and Renewable Energy, is expected to be implemented by 2014.

Microsoft CEO's email to staff on Nokia acquisition

Microsoft Corp has announced that it is buying Nokia's mobile phone business for 5.44 billion euros (Rs. 48027 Crores). Below is Microsoft CEO Steve Ballmer's letter to employees on the acquisition.

We announced some exciting news today: We have entered into an agreement to purchase Nokia's Devices & Services business, which includes their smartphone and mobile phone businesses, their award-winning design team, manufacturing and assembly facilities around the world, and teams devoted to operations, sales, marketing and support.



For Microsoft, this is a bold step into the future and the next big phase of the transformation we announced on July 11.



We are very excited about the proposal to bring the best mobile device efforts of Microsoft and Nokia together. Our Windows Phone partnership over the past two and half years has yielded incredible work - the stunning Lumia 1020 is a great example. Our partnership has also yielded incredible growth. In fact, Nokia Windows Phones are the fastest-growing phones in the smartphone market.



Now is the time to build on this momentum and accelerate our share and profits in phones. Clearly, greater success with phones will strengthen the overall opportunity for us and our partners to deliver on our strategy to create a family of devices and services for individuals and businesses that empower people around the globe at home, at work and on the go, for the activities they value most.



We have laid out Microsoft's strategic rationale for this transaction in a presentation that I encourage you to read.



This is a smart acquisition for Microsoft, and a good deal for both companies. We are receiving incredible talent, technology and IP. We've all seen the amazing work that Nokia and Microsoft have done together.



Given our long partnership with Nokia and the many key Nokia leaders that are joining Microsoft, we expect a smooth transition and great execution.



As is always the case with an acquisition, the first priority is to keep driving through close, which we expect in the first quarter of 2014, following approval by Nokia's shareholders, regulatory approvals, and other closing conditions.



But I also know people will have some questions about what happens post-close. While details aren't final, here is what we know, and how we're generally approaching integration:



1. Stephen Elop will be coming back to Microsoft, and he will lead an expanded Devices team, which includes all of our current Devices and Studios work and most of the teams coming over from Nokia, reporting to me.



2. Julie Larson-Green will continue to run the Devices and Studios team, and will be focused on the big launches this fall including Xbox One and our Surface enhancements. Julie will be joining Stephen's team once the acquisition closes, and will work with him to shape the new organization.



3. As part of the acquisition, a number of key engineering leaders will be joining Microsoft from Nokia, reporting to Stephen in his new capacity: * Jo Harlow, who will continue to lead the Smart Devices team
* Timo Toikkanen, who will continue to lead the Mobile Phones team
* Stefan Pannenbecker, who will lead Design
* Juha Putkiranta, who will lead the integration effort on Nokia's behalf



4. Regarding the sales team, we plan to keep the Nokia field team, led by Chris Weber, intact and as the nexus of the devices sales effort, so that we can continue to build sales momentum. After the deal closes, Chris and his team will be placed under Kevin Turner. We will develop a single integrated team that is selling to operators, and there may be other integration opportunities that we can pursue. Kevin will work with Chris Weber and Chris Capossela to make those plans.



5. Our operating system team under Terry Myerson will continue unchanged, with a mission of supporting both first-party and third-party hardware innovation. We are committed to working with partners, helping them build great products and great businesses on our platform, and we believe this deal will increase our partner value proposition over time. The established rhythms and ways of working between Terry and his team and the incoming Nokia team will serve us well to ensure that we do not disrupt our building momentum.



6. We are planning to integrate all global marketing under Tami Reller and Mark Penn. It is very important that we pursue a unified brand and advertising strategy as soon as possible.



7. Finance, Legal, HR, Communications, DX / Evangelism, Customer Care and Business Development will integrate functionally at Microsoft. Sourcing, customer logistics and supply chain will be part of Stephen's Devices organization. ICM / IT will also integrate functionally for traditional IT roles. We will need to work through the implications for factory systems given the differing manufacturing processes and systems at both Nokia and Microsoft.



8. We plan to pursue a single set of supporting services for our devices, and we will figure out how to combine the great Nokia efforts into our Microsoft services as we go through the integration process.



9. There are no significant plans to shift where work is done in the world as we integrate, so we expect the Nokia teams to stay largely in place, geographically.



10. Tom Gibbons will lead the integration work for Microsoft. While today's announcement is big news, we have to stay heavily focused on running the current business. We have a huge fall and holiday season ahead of us, so we need to execute flawlessly and continue to drive our business forward. I have no doubt we will.

History of Indian rupee since Independence


The Indian currency has witnessed a roller-coaster journey since independence. Many geopolitical and economic developments have affected its movement in the last 66 years. Here is a broader look at the Indian rupee's journey since 1947: 


- India got freedom from British rule on Aug 15, 1947. At that time the Indian rupee was linked to the British pound and its value was at par with the American dollar. There was no foreign borrowings on India's balance sheet. 

- To finance welfare and development activities, especially with the introduction of the Five-Year Plan in 1951, the government started external borrowings. This required the devaluation of the rupee. 

- After independence, Indian choose to adopt a fixed rate currency regime. The rupee was pegged at 4.79 against a dollar between 1948 and 1966. 

- Two consecutive wars, one with China in 1962 and another one with Pakistan in 1965, resulted in a huge deficit on India's budget, forcing the government to devalue the currency to 7.57 against the dollar. 

- The rupee's link with the British currency was broken in 1971 and it was linked directly to the US dollar. 
- In 1975, the Indian rupee was linked to a basket of three currencies comprising the US dollar, the Japanese yen and the German mark. The value of the Indian rupee was pegged at 8.39 against a dollar. 
- In 1985 it was further devalued to 12 against a dollar. 

- India faced a serious balance of payment crisis in 1991 and was forced to sharply devalue its currency. The country was in the grip of high inflation, low growth and the foreign reserves were not even worth to meet three weeks of imports. Under these situation, the currency was devalued to 17.90 against a dollar. 

- The year 1993 is very important in Indian currency history. It was in this year when the currency was let free to flow with the market sentiments. The exchange rate was freed to be determined by the market, with provisions of intervention by the central bank under the situation of extreme volatility. In 1993, one was required to pay Rs.31.37 to get a dollar. 
- The rupee traded in the range of 40-50 between 2000-2010. It was mostly at around 45 against a dollar. It touched a high of 39 in 2007. The Indian currency has gradually depreciated since the global 2008 economic crisis. 
- Former finance minister Manmohan Singh, who is now the prime minister, was instrumental in liberalising the currency regime. The move led to a sharp jump in foreign investment inflows and boosted the economic growth. 

"India being a developing economy with high inflation, depreciation of the currency is quite natural," said Siddharth Shankar, an economic expert and advisor at brokerage firm KASSA. 

Shankar said the sharp depreciation as witnessed this year was hurting the economy. 

"Depreciation of rupee is good, so long as it is not volatile. A random depreciation that we have seen in the last few months is bad and it has hurt the economy," he said. 

The Indian currency hit a record all-time intra-day low of 68.85 before ending at 68.80 against a dollar on Aug 28 2013.
